Currently, options for CREATE TABLE should be in format: \{{WITH key1="val1",
key2="val2"}} (each option value double-quoted), but in H2-based query engine
format was a little bit different: \{{WITH "key1=val1, key2=val2"}} (the whole
option list double-quoted).
We should support both syntaxes, since there are a lot of old-syntax queries in
examples, documentation, etc.
