Summary: Update versions of maven plugins which are used for build
(pom.xml)

Currently, the most of the maven plugins which are used in pom.xml project
files are outdated and required to be updated. Some of the plugins required to
be declared in the pluginManagement sections to avoid versions duplication.
Due to some of plugins are inherited from the org.apache:apache:23 parent pom
artifact you should also consider updating it to the latest version.
The list of maven plugins:
- maven-surefire-plugin
- build-helper-maven-plugin
- maven-resources-plugin
etc.
