Description:
RestorePartitionStateTest.testLogTopPartitions always fails in master
ci.ignite.apache.org with enabled QUIET mode logging:

QUIET mode on TC is enabled using 2 environment variables:
1. IGNITE_QUIET=true
2. IGNITE_TEST_PROP_LOG4J_FILE=log4j-tc-test.xml
So I think the problem is in the external file log4j-tc-test.xml which is used
on ci.ignite.apache.org.
