IGNITE-16757 should be able to store/remove {{StoredCacheData}}
(CacheConfiguration) separate from the rest persistence logic to support
in-memory CDC use-case.
Therefore logic to work with {{StoredCacheData}} should be moved from
{{FilePageStoreManager}} to {{GridLocalConfigManager}}.
