Is this a regression, and if so, when were Maven Central jars last known to be 
good? Is there any additional documentation links or feature history to add to 
this ticket?

If this is not a regression, how did this first become apparent, and what is 
the impact? What behaviors produce unexpected results, and what should we 
expect to happen if this issue were resolved?

Does anyone have any suggestions on minimum sufficient implementation to 
resolve the incompatibility?
