After playing with the Ignite 3 CLI a user could find his home dir is polluted
with files igtnite-*.log that might be confusing.
The aim of this ticket is to find a proper dirrectory and write logs there. It
might be a good idea if this dirrectory is confugurable. For example, by
default we write logs to /var/log/ignite-cli but the user can configure this
location in cli config.
