Description:
Restoring of incremental snapshot is part of restoring full snapshot
(SnapshotRestoreProcess)
User specifies a name of incremental snapshot to restore (full snapshot name +
timestamp suffix).
Restoring steps:
# Common checks for base full snapshot
# Check that all incremental snapshots are present (and WAL segments)
# After caches started, a WAL recovery process is started
