Description:
Need to design Partition Awareness feature for Ignite-3 (here is analogue for
Ignite-2:
[IEP-23|https://cwiki.apache.org/confluence/display/IGNITE/IEP-23%3A+Best+Effort+Affinity+for+Thin+Clients]).
As a result, IEP should be created, discussed on the devlist and approved for
development.
