Description:
File resources leak on cluster deactivation/stop in case non full sync WAL mode:
After IGNITE-16926, the {{FileWriteHandleImpl}} does not close file IO on close.
This leads to unable to delete these files (freeing space) until the process is
complete on Unix systems.
For example, hanging CDC extensions suite:
