New storage API (introduced in IGNITE-17076) allows reducing RAFT command to:
* update
* updateAll
* delete
* deleteAll
All row id will be generated by _PartitionReplicaListener_ and passed to RAFT.
In this case, _PartitonListener_ just use one API method _addWrite_ to update
or insert a row.
