Provide binary tuple format 
([IEP-92|https://cwiki.apache.org/confluence/display/IGNITE/IEP-92%3A+Binary+Tuple+Format])
 implementations for all required platforms:
 * Java

 * C++

 * .NET

Make use of the format where it fits:
 * in storage engines

 * on the client side

 * probably for SQL processing

 * perhaps for replication as well?
