After the ability to execute scan in transaction is implemented, it is required
to educate SQL processor starts implicit transactions for a query request:

boolean implicitTxRequired = plan.type() == Type.DML && outerTx == null;
InternalTransaction implicitTx = implicitTxRequired ? txManager.begin() : null;
{code}
Presently, the code proposes it cannot be QUERY.
