Retries of transaction on recovery should be idempotent, this means that
TxStateStorage.compareAndSet should return true not only when actualState ==
expectedState but also when actualState == stateToSet.
Commit timestamp should be generated on transaction coordinator, only in case
of commit, and added to TxFinishReplicaRequest. It should be checked on CAS to
check actualState == stateToSet.
