Description:
We currently use *.NET Core 3.1* SDK to build and test the code. It reaches end
of life in December 2022 (https://github.com/dotnet/core/blob/main/releases.md,
https://github.com/dotnet/core/blob/main/release-policies.md).
Upgrade to *.NET 6* SDK.
This will not affect the end users - we continue to target *.NET Standard 2.0*.
