Summary: Fix basic Learners functionality

We need to investigate the current state of the Learners functionality. I
propose a simple test to verify that they work correctly:
1. Start a raft group on one node.
2. Start a learner on the second node.
3. Issue a write command to the leader.
4. Check that the command has been replicated to the learner.
