Summary: Help command does not work in some cases

Case 1: `help sql` does not shows help.
Instead, it executes the `sql` command. That is not expected. For example, help
cluster config displays help info.
Case 2: `help cluster` shows confusing info.
We have to think about including this ticket to the beta1.
