We need to implement a full rebalance without losing user data for 
*VolatilePageMemoryMvPartitionStorage* and *VolatilePageMemoryTableStorage* on 
the recipient, do not forget about the tests.

The main idea is described in IGNITE-17990.

API should be in ticket IGNITE-18021.
