Description:
Infrastructure for this should be implemented in IGNITE-17253 .
In this ticket, streaming using this infrastructure (along with changes to
write commands/their handling) should be implemented.

Infrastructure is ready in IGNITE-17083, streaming can be implemented right now
even without storage API (with non-implemented storage methods or even
placeholders). Please see {{IncomingSnapshotCopier}} and related classes in
other packages for details.
