Description: In-memory case developed under epic IGNITE-16646 comes with
new requirements to how Ignite node handles RAFT log. Now we need to adapt
essential operations of RAFT log lifecycle to in-memory: log shrinking,
offloading to disk if necessary, limits to memory region allocated as RAFT log
