Summary: Choose the right metadata storage for RebalanceScheduler

After the IGNITE-18284 we need to choose the right metadata storage for
RebalanceScheduler abstraction, it can be:
* Metastorage
* Appropriate RAFT group persistence storage
* Another one
Anyway, the storage must be distributed across the cluster to provide a smooth
moving of RebalanceScheduler to another nodes.
