org.apache.ignite.raft.server.counter.IncrementAndGetCommand and
org.apache.ignite.raft.server.counter.GetValueCommand should belong to
integration test directory, but that would break a compilation of Maven project.
Let's wait until Maven project is deleted and them move them.
