ignite-3/modules/transactions/README.md is obsolete, it should be adjusted in
order to reflect proposed changes in
[IEP-91|https://cwiki.apache.org/confluence/display/IGNITE/IEP-91%3A+Transaction+protocol#IEP91:Transactionprotocol-Versionchainextension]
and the implementation itself.
