It is necessary to integrate the cleanup of storages (*MvPartitionStorage* and
*TxStateStorage*) if at least one of them has not finished rebalancing in
*org.apache.ignite.internal.table.distributed.TableManager*. See *TODO:
IGNITE-* in the code.
