At the moment we introduce some new operational roles like
PlacementDriver/Tracker, PrimaryReplica/Leaseholder and introduce the idea of
abstract replication group instead of RAFT based only. All these changes imply
changes in rebalance design.
So, under this issue we should prepare the new design document with the main
flow of rebalance process according to design updates in other parts.
