Description:
We need to provide the protocol for communication between PrimaryReplica and
appropriate raft groups. It must support
* Propagation of RAFT reconfiguration events and errors back to PrimaryReplica
from the leader of RAFT group
* Propagation of RAFT leader transfers. It needs to restrart the rebalance
from the PrimaryReplica, if needed

We need to provide the high level protocol for communication between
RebalanceScheduler and appropriate raft groups. It must support
* Propagation of RAFT reconfiguration events and errors back to
RebalanceScheduler from the leader of RAFT group (maybe current listeners will
be enough for this task)
* Propagation of rebalance progress to RebalanceScheduler on demand
* Rebalance cancellation
