Description:
We decided to backport changes until release 1.3.9, it will bring us several
important bugfixes, like fixing memory leaks

and NPEs
(https://github.com/sofastack/sofa-jraft/commit/64c7c63103c88c2eb2c7d551beec4e1b02f10098).
We decided to backport changes untill 1.3.9, because in the next release we
meet task with changes in Disruptor
(https://github.com/sofastack/sofa-jraft/commit/5de2fbbcabb70ddbefb06a1d3737821781c3e85c),
but we made a lot of changes in that part, when we introduced Striped
Disruptor, so the merge will be challenging, and will be done under separate
ticket
