*org.apache.ignite.internal.storage.MvPartitionStorage#addWriteCommitted* needs
to be corrected, it should only be used for rebalances.
Those. we need to update the javaDoc, add a check that we use it for
rebalancing and eliminate the possibility of getting two or more tombstones in
a row.
