Description:
A part of replication groups' processing logic, described in IGNITE-18742
should be the lease prolongation.
Th placement driver should prolong existing leases, saved to local in-memory
map, which lease time is going to expire. Let say, the lease should be
prolonged when there is less than leaseInterval / 2 time left before
expiration. Prolongation should be done via making meta storage invoke, without
direct communication with replicas.
