Description:
After https://issues.apache.org/jira/browse/IGNITE-18225 several tests in
ItIgniteNodeRestartTest started to fail, because the sql-engine component is
not configured for startPartialNode.
If it is possible - update startPartialNode to include all available components
so adding the components to this method in future won't be necessary.
