Description: In https://issues.apache.org/jira/browse/IGNITE-19028 safe
time is propagated from the leader every 1 second, which is sub-optimal. The
timeout should be configurable + safe time should be only propagated if the
metastorage is really idle (no updates were made in this timeout period)
