Tests like
org.apache.ignite.internal.runner.app.ItIgniteNodeRestartTest#testRestartDiffConfig
show that node starts 10+ seconds when there's no majority online.
The reason is one of RAFTs internal timeouts - we wait until there's a
majority, and do it synchronously until we reach the timeout. This drasticly
affects tests duration.
