Summary: Add verification of deploy to majority

When MAJORITY is selected as deployed target we need to verify that MAJORITY is
correct when deploy process finished.
# When node from majority selected to deploy is down, another node from CMG
should be selected for majority.
# When leader from majority is down new leader should be added to deploy
majority.
# After deploy finished leader should verify that deployed majority is
correct.
