As of now, *DistributionZoneManager* listens configuration events to create
internal structures.
Let's make *DistributionZoneManager* listens CatalogService events instead.
Note: Some tests may fails due to changed guarantees and related ticked
incompletion. So, let's do this in a separate feature branch.
