Since
*org.apache.ignite.internal.distributionzones.configuration.DistributionZonesConfigurationSchema*
will be deleted in IGNITE-20114, we need to do something with configuration
*DistributionZonesConfigurationSchema#defaultDataStorage*.
It is suggested to temporarily hardcode the current default value in the
*org.apache.ignite.internal.storage.DataStorageManager*.
A new solution is proposed to be implemented in NEW_TICKET.
