To reduce the amount of changes in task IGNITE-20114, I propose to get rid of 
the constants in the 
*org.apache.ignite.internal.distributionzones.DistributionZoneManager* and use 
the constants from *org.apache.ignite.internal.catalog.commands.CatalogUtils* 
and *org.apache.ignite.internal.catalog.CatalogService* instead.
