According to {{NodeImpl#readLeader()}}, peerId must be specified together with
serverId on a {{ReadIndexRequest}}, but {{RaftGroupServiceImpl#readIndex()}}
omits serverId, so on the server side request processing always fails.
Probably, local node name should be sent as serverId.
