Description: This is a left-over from IGNITE-19227. Analogous to processing
incoming AppendEntriesRequests, we should not accept Raft commands when we
don't have enough metadata. This could happen if a Primary replica turns out to
be not colocated with a partition Raft group leader and the leader lags wrt
MetaStorage.
