To implement IGNITE-20330, I need events about which replica has become or
stopping to be primary.
Now such code exists in
*org.apache.ignite.internal.table.distributed.replicator.PartitionReplicaListener#onBecomePrimary*,
but it is not implemented in the right place.
A suitable place is in the
*org.apache.ignite.internal.placementdriver.PlacementDriver*, but when it’s not
there, it’s worth implementing it.
