Summary: Sort out constants in CatalogUtils

Currently, CatalogUtils has number of constant that actually don't belong to
catalog. Some of them are enforced by SQL standard (see DEFAULT_LENGTH,
MAX_DECIMAL_SCALE), some of them are enforced by limitations of others
components (see MAX_PARTITION_COUNT, MAX_TIME_PRECISION).
Let's revise all constants and move them do domains they belongs.
