We currently don't have a way to specify cipher suites for CLI when
establishing REST and JDBC connections.
Acceptance Criteria:
# CLI should allow users to specify a list of supported cipher suites for REST
and JDBC connections.
# If the specified cipher suite is not supported by the system, the CLI should
throw an appropriate error message.
# Tests are written to cover the new functionality.
