Description: This is a follow-up to IGNITE-18733 and IGNITE-20800.
IGNITE-18733 contained everything that was needed to establish correctness of
the Schema Synchronization protocol. Here, we will make further improvements:
avoid transaction aborts in some scenarios, remove technical debt, etc.
