To investigate the issue reported in IGNITE-20750 (about hanging of
ExecutionService during node shutdown) we need to collect more debugging
information when the sql execution service fails to stop.
It is proposed to add a timeout for ExecutionServiceImpl stop procedure and
output some diagnostic information to the log in case when timeout occurs.
