Description:
To properly support ODBC metadata requirements we should be able to provide
user with a result set metadata for a non-executed query.
Example
Given a query:
{noformat}
select id, val1, val2 from some_table
{noformat}
This API should return an array of meta for columns id, val1 and val2 without
actually executing it.
This is intended to be used in ODBC function
