Description:
This is a follow-up to IGNITE-18733. IGNITE-18733 contained everything that was
needed to establish correctness of the Schema Synchronization protocol.
Here, we will improve usability of the feature (properties validation, proper
exception handling).
Reduce transaction abort rate in easy cases and unlock CREATE TABLE ... FROM
SELECT scenario is a part of the next iteration - IGNITE-20892.
