Summary: Add an ability to dynamically change failure handler

It looks useful to have the ability to change failure handler configuration in
runtime.
At least the following properties can be changed:
- It should be allowed to change a concrete strategy: stop node, stop node or
halt, noop strategy
- it should be allowed to change the list of ignored failure types
