Description:
At the moment, the ticket is created as a reminder to us that we will either
need to fix it or make sure that there are no problems.
When deleting a column, we make sure that there are no indexes on it, and if
there are, we say that we need to first remove the indexes in which it is
present. If we delete the indexes at the beginning and then delete the column,
will there be any problems with transactions in the process, index construction
and index construction with full state transfer?

Prohibit deleting columns if indexes are in status STOPPING with some clear
message.
