Description:
* Enable TIMESTAMP_WITH_LOCAL_TIME_ZONE.
* Add ability to set client time zone in session.
* Adjust timestamp literal value using timezone from session.
* Adjust time functions (e.g. current_time, etc) to use the client's time zone.
* Check TODOs related to IGNITE-19274
