There should be a way to set a custom read timestamp for a readonly transaction.
*Implementation details*
- Add a {{HybridTimestamp}} parameter to {{TxManager.begin}}
- Check that the provided timestamp falls into the permitted range: [low
watermark, calculated read timestamp]. If not - throw a corresponding exception.
