Because when creating primary indexes in a catalog, we immediately mark them as
AVAILABLE, i.e. already built, then it would be more correct and consistent to
set *org.apache.ignite.internal.storage.index.IndexStorage#getNextRowIdToBuild*
to *null*. Must be atomic.
