If transaction coordinator is colocated with commit partition, they share the
transaction state volatile map.
When the coordinator starts finished the transaction, it changes tx state to
FINISHING.
A concurrent request that arrives at the commit partition right after that but
before actually writing the finished state will be successfully added to the
transaction.
The expected outcome is that such request is rejected.
